Quick Answer
The main Bullhorn alternatives for staffing agencies are Recruiterflow, Loxo, Crelate, JobAdder, Access Vincere Evo, Ceipal, Avionté, Tracker, Manatal and HRmony. Which fits depends on whether you need temp back office, which region you bill in (HRmony serves US and UK agencies), and whether you want published pricing. Bullhorn remains strongest for enterprise temp and Salesforce-based operations.
Bullhorn is the incumbent in staffing software for good reasons: 10,000+ customers, the deepest partner ecosystem in the category, and back-office depth almost nobody else matches. It's also the platform agencies most often search for an alternative to.
The reasons are consistent and documented — not vibes. This post walks through what the review data actually says, what nine real alternatives cost and where each one is a genuine downgrade, and — because a comparison that only argues one side isn't worth reading — exactly when staying on Bullhorn is still the right call.
Every figure here is checkable in one click against the vendor's own page. Where we couldn't verify something, we say so instead of guessing.
TL;DR — If You're Leaving Bullhorn Because…

| It's too slow / clunky day to day | Recruiterflow, Loxo, HRmony |
| You want AI-native, not AI bolted on | Loxo, Recruiterflow, HRmony |
| You want published pricing | Recruiterflow, Crelate, Loxo, Manatal, HRmony |
| You're ANZ or UK based | JobAdder, Access Vincere Evo, HRmony |
| You're in IT / professional staffing | Ceipal, Tracker |
| You need enterprise temp back office | Avionté — or stay on Bullhorn |

Why Agencies Look for a Bullhorn Alternative
With 10,000+ customers and 2,255 combined public reviews across G2 and Capterra, Bullhorn has more scrutiny than any other platform in this comparison. That's context worth keeping — a 4.2 average across 1,232 G2 reviews is not, on its own, a bad product. But four themes show up consistently enough in that review data to be worth naming plainly.
Performance
Performance is the single largest complaint theme in Bullhorn's G2 reviews, mentioned 299 times — well ahead of every other category. Reviewers describe slow page loads and lag, even after clearing cache. One G2 reviewer put it bluntly:
Cost and what's included
Bullhorn publishes pricing for 2 of its 19 listed products. Everything past Core — middle office, onboarding, analytics, messaging, and every AI product — is quote-only. That structure shows up directly in the review data: Value for Money is Bullhorn's weakest Capterra sub-score at 3.7, below Ease of Use (4.1), Customer Service (4.0), and Features (3.9).
Learning curve and customisation
Learning curve (72 mentions) and limited customisation (67 mentions) are the next two largest G2 complaint themes, ahead of missing features (59) and technical glitches (53). One Capterra reviewer summed up the day-to-day friction:
The platform-assembly question
Bullhorn has made 16 acquisitions since 2012, including at least six Salesforce-based products (Talent Rover, Jobscience, Connexys, Sirenum, Mployee, TargetRecruit). That's a real, sourced basis for the "assembled platform" argument reviewers raise — and a plausible explanation for some of the disjointed-module complaints above.

Bullhorn has the largest Capterra review base of any platform in this comparison — 1,023 reviews, more than twice the next largest. It also has the lowest average score on both G2 (4.2) and Capterra (4.0). Every alternative in this article rates higher on G2 than Bullhorn does. Its weakest dimension is value for money, at 3.7. The 9 Alternatives Compared
✅ = fully published, ⚠️ = partial, ❌ = quote-only or not listed. Value for Money is Capterra's sub-score; a blank means the platform isn't listed on Capterra at all — that absence is itself informative.

The Alternatives in Detail
1. Recruiterflow
Best for: Fast-growing perm and contract agencies that want AI-native workflow automation without an enterprise price tag.
Published price: $149/user/month — fully published, no quote gate.
G2 / Capterra: 4.6 (201) / 4.7 (332) — the highest Capterra Value for Money score in this comparison, at 4.7.
Where it beats Bullhorn: A modern interface, published pricing top to bottom, and AI sourcing built into the core product rather than a separate SKU.
Where Bullhorn beats it: Depth — Recruiterflow doesn't yet match Bullhorn's back-office, compliance, and partner-marketplace breadth for large or complex temp operations.
Migration note: Recruiterflow quotes 6–8 weeks for white-glove migration; self-serve import is free.
2. Loxo
Best for: Sourcing-led agencies and executive search desks that want AI embedded in candidate discovery.
Published price: Free tier available; paid plans from $169/user/month.
G2 / Capterra: 4.6 (171) / 4.5 (133).
Where it beats Bullhorn: AI-driven sourcing and a genuinely usable free tier to test before committing seats.
Where Bullhorn beats it: Middle-office and temp/contract back-office functionality — Loxo is built candidate-first, not payroll-first.
Migration note: Vendor-assisted import; confirm timeline and which record types transfer during a demo.
3. Crelate
Best for: Small-to-mid agencies that want strong day-to-day usability without enterprise pricing.
Published price: $85/user/month — one of the lowest fully-published per-seat prices of any staffing-specific platform in this table.
G2 / Capterra: 4.4 (221) / 4.5 (443) — the second-largest Capterra review base in this comparison.
Where it beats Bullhorn: Price-to-feature ratio, and a Capterra Value for Money score (4.5) a full point above Bullhorn's.
Where Bullhorn beats it: Scale — Crelate is built for smaller teams and doesn't carry Bullhorn's enterprise middle-office suite.
Migration note: Vendor-assisted import; confirm timeline and custom-field handling directly with Crelate.
4. JobAdder
Best for: Agencies billing in AUD, NZD or GBP that want a staffing-specific ATS/CRM with strong regional support.
Published price: Quote only.
G2 / Capterra: 4.4 (146) / 4.4 (161).
Where it beats Bullhorn: Regional depth for ANZ and UK agencies specifically, where Bullhorn's US-first product sometimes shows.
Where Bullhorn beats it: Pricing transparency — JobAdder doesn't publish rates, so you can't compare cost without a sales call.
Migration note: Vendor-assisted import; ask JobAdder for a timeline specific to your record volume.
5. Access Vincere Evo
Best for: UK and global agencies that want deep back-office and compliance functionality alongside the ATS/CRM.
Published price: £69/user/month.
G2 / Capterra: 4.5 (403) / 4.8 (329) — the highest Capterra rating of any platform in this comparison.
Where it beats Bullhorn: Capterra score, and back-office depth comparable to Bullhorn's without the 17-product quote-only tail.
Where Bullhorn beats it: US market presence and partner ecosystem size — Vincere Evo's strength (over 20,000 recruitment consultants) is concentrated in UK/global operations.
Migration note: Vendor-assisted import via Access Group's onboarding team; confirm timeline directly.
6. Manatal
Best for: Budget-conscious small agencies and startups that need core ATS/CRM functionality without a big monthly bill.
Published price: $15/user/month — the lowest published price in this entire comparison.
G2 / Capterra: 4.8 (147) / 4.6 (141) — the highest G2 score of any platform in this table.
Where it beats Bullhorn: Price, and the highest G2 rating here by a clear margin.
Where Bullhorn beats it: Scale and back-office depth — Manatal has no dedicated middle-office/timesheet suite, so it's not built for complex temp operations.
Migration note: Self-serve CSV import is standard; no published white-glove migration program.
7. Ceipal
Best for: IT and professional staffing firms that want a heavily AI-oriented platform.
Published price: Quote only.
G2: 4.7 (1,502) — the largest G2 review base of any platform in this comparison, including Bullhorn's.
Where it beats Bullhorn: Review volume and score — more G2 reviews than Bullhorn, at a materially higher average rating (4.7 vs 4.2).
Where Bullhorn beats it: Pricing transparency, and the breadth of a 25-year staffing-specific partner ecosystem.
Migration note: Vendor-assisted import; ask what happens to activity history and email threading.
8. Avionté
Best for: Enterprise light-industrial and high-volume temp staffing operations with complex middle-office needs.
Published price: Quote only.
G2: 4.3 (458).
Where it beats Bullhorn: Middle-office depth purpose-built for high-volume temp — genuinely Avionté's specialty.
Where Bullhorn beats it: Pricing transparency, and a materially larger public review base to evaluate before you buy.
Migration note: Vendor-assisted import; enterprise migrations of this kind typically involve a dedicated implementation team on both sides — confirm scope and timeline directly.
9. Tracker
Best for: Executive search and professional staffing desks that want a straightforward ATS/CRM without enterprise complexity.
Published price: Quote only.
G2: 4.6 (138).
Where it beats Bullhorn: Simplicity — reviewers cite a shorter learning curve than the 72-mention complaint theme Bullhorn carries.
Where Bullhorn beats it: Pricing transparency, and back-office breadth for temp/contract-heavy operations.
Migration note: Vendor-assisted import; ask Tracker for a timeline specific to your record volume and custom fields.
10. HRmony
Best for: Growing recruitment and staffing agencies in the US and UK that want AI embedded natively across ATS and CRM in one workspace, not bolted on top as a separate module.
Published price: $118/month flat (1 seat) or $299/month flat (5 seats, ~$60/user/month); extra seats $5/month each — meaningfully below Bullhorn's Core tier ($165/user/month) at typical small-team seat counts. Fully published on hrmony.ai/pricing.
G2 / Capterra: Not yet listed — HRmony is newer to the category than the incumbents in this table.
Where it beats Bullhorn: Three AI engines built into the core product, not a paid add-on: Pulse ranks every candidate already in your ATS against an open role in under 2 minutes, Aura continuously re-enriches every profile 24/7 from 70M+ source profiles across 50+ countries instead of going stale after import, and Crew runs custom sourcing, outreach and screening agents around the clock. All of it on transparent flat pricing with no 17-product quote-only tail — and free migration with a 30-day side-by-side period so nothing gets lost switching over.
Where Bullhorn beats it: Scale and track record — Bullhorn has 10,000+ customers and 25+ years in the category, with a partner marketplace and public review history HRmony, as a newer platform, hasn't built up yet. If a large multi-country partner ecosystem matters more to you than AI depth, that's a real point in Bullhorn's favor.
Migration note: ATS + CRM native, so job orders, candidates and contacts follow the standard import path, backed by free migration and a 30-day side-by-side mode — ask for a specific timeline during a demo.

When Bullhorn Is Still the Right Answer
None of the above changes the fact that Bullhorn is the right call for a real slice of the market. Four cases in particular:
Enterprise temp with complex middle office
If payroll, timesheets, VMS integrations and compliance workflows are core to your operation, Bullhorn's back-office depth is hard to replicate with a newer, leaner platform — several of the alternatives above explicitly don't try.
Agencies already deep in the Salesforce ecosystem
Bullhorn describes itself as the largest independent software vendor for Salesforce in the recruitment sector, and its acquisition of TargetRecruit in August 2025 brought its Salesforce-based ecosystem to nearly 150,000 users. If your agency runs on Salesforce elsewhere, that integration depth is real.
Firms that need partner-marketplace breadth
Bullhorn serves four of the five largest global recruitment agencies and operates across 40 countries. That scale supports a partner and integration marketplace smaller vendors simply haven't built yet.
Multi-country groups
Bullhorn's footprint across 40 countries and 1,400+ employees gives it operational and support coverage that regionally-focused alternatives (JobAdder for ANZ/UK, Avionté for US temp) don't uniformly match.

What Switching Actually Involves
Candidates, contacts, job orders and notes generally move cleanly between platforms. Custom fields, attachments, activity history and email threading are the parts that usually don't transfer without extra work — ask specifically about each of these before you sign anywhere.
On timelines: Recruiterflow quotes 6–8 weeks for white-glove migration. For context in the other direction, Bullhorn's own "Switching to Bullhorn" page states small firms can go live in as little as 2 weeks and larger agencies in 2–6 weeks, with imports above 15,000 records routed through professional services. It also notes that self-guided implementation is included at no setup cost on Starter, Core and Pro — a fair rebuttal to any claim that implementation itself is a hidden cost.
Most agencies underestimate parallel running — the period where both systems are live while data settles and the team learns the new workflow. Budget for it explicitly rather than assuming a clean cutover date.
Questions to ask before you sign anywhere
- Exactly what moves in migration — and what doesn't (custom fields, attachments, activity history, email threading)?
- How long does migration actually take for a business our size?
- Do we run both systems in parallel, and for how long?
- What's included at our seat count, and what's a paid add-on? (Get it in writing.)
- Is pricing published, or will we need a sales call every time we want to know what something costs?
- Does the vendor's G2/Capterra Value for Money score match what the sales team is telling us?
- If we need to leave again, what format do we get our data in, and what does that cost?
